Regular Meeting


September 12, 2016

 

 

The Board of Directors of the Forest City Community School District met for a regular meeting on September 12, 2016 at 6:30 p.m. in the District Office.

 

After a quorum was established the meeting was called to order by the president, Bruce Mielke.                    

 

Members present: Bruce Mielke, Cindy Carter, Dave Bartlett, Eric Kingland, and Keila Buffington. Members absent: Pat Hobbs and Jesse Olson.

 

Keila Buffington moved to approve the agenda. Cindy Carter seconded the motion.  Ayes: five. Nays: none. Carried.

 

Bruce Mielke gave the President’s report and additional comments to the Board.

 

Ken Baker and Zach Dillavou gave their monthly reports to the Board.

 

Sup’t Lehmann gave his monthly report to the Board, discussing the following items: thank you cards received, Food is in When School is Out numbers, EMC Dividend Check, AEA PD Online Savings, IASB Convention Information, Upcoming IASB Meetings, and IASB School Board U Information.

 

Sup’t Lehmann reviewed the following consent agenda items: minutes of the August 15, 2016 regular, open enrollments and personnel.  After discussion, Keila Buffington moved to approve all consent agenda items.  Dave Bartlett seconded the motion.  Ayes: five.  Nays: none.  Carried.

Sup’t Lehmann presented updated information on the Hanson Family Fine Arts Center, 2017 Legislative Priorities, and reflected upon the Legislative Open House.

 

Sup’t Lehmann presented amendments to the Elementary and High School handbooks in regards to Physical Restraint of Students of students as required. Cindy Carter motioned to approve the amendments. Dave Bartlett seconded the motion. Ayes: 5. Carried.

 

Jessica Bruckhoff reported on the Forest City Education Foundation.

 

After reviewing the monthly financial statements, Dave Bartlett moved to approve the following statement. Eric Kingland seconded the motion. Ayes: five. Nays: none. Carried. 

 

After reviewing the monthly bills, Dave Bartlett moved to approve the following for payment. Cindy Carter seconded the motion. Ayes: five. Nays: none. Carried. 

 

Dave Bartlett moved to adjourn the regular meeting. Cindy Carter seconded the motion. Ayes: five. Nays: none. Carried.

 

The regular meeting adjourned at 7:34 p.m.

 



Organizational Meeting


September 12, 2016



The Board of Directors of the Forest City Community School District met for an organizational meeting on September 12, 2016 at 7:35 p.m. in the District Office.

 

After a quorum was established the meeting was called to order by secretary, Sara Meinders.          

 

Members present: Bruce Mielke, Cindy Carter, Dave Bartlett, Eric Kingland, and Keila Buffington. Members absent: Pat Hobbs and Jesse Olson.

 

Keila Buffington moved to approve the agenda. Dave Bartlett seconded the motion. Ayes: five. Nays: none. Carried.

 

Secretary Meinders called for nominations for President of the Forest City Community School Board of Directors. Dave Bartlett nominated Bruce Meilke for president. Cindy Carter motioned that nominations cease. Eric Kingland seconded the motion. Ayes: five. Nays: None. Carried. Cindy Carter motioned to appoint Bruce Meilke as Board President. Keila Buffington seconded the motion.  Ayes: five. Nays: none. Carried. Secretary Meinders administered the oath of office to President Bruce Meilke.

 

President Mielke called for nominations for vice-president of the Forest City Community School Board of Directors. Keila Buffington nominated Cindy Carter for vice-president. Eric Kingland motioned that nominations cease. Dave Bartlett seconded the motion. Ayes: five. Nays: none. Carried. Eric Kingland motioned to appoint Cindy Carter as Board Vice-President. Dave Bartlett seconded the motion. Ayes: five. Nays: none. Carried. Secretary Meinders administered the oath of office to Vice-President Cindy Carter.

 

President Mielke reviewed dates, times and places for the regular meetings of the Board of Directors. After discussion, Eric Kingland moved for the date, time and place for regular meetings to be in the second Monday of each month at 6:30 p.m. in the District Office unless otherwise specified. Keila Buffington seconded the motion. Ayes: five. Nays: none. Carried. 

 

Lehmann reviewed the following Board Policies: 1000, 1001.1, 1001.2, 1001.3, 1001.3-R1, 1001.3-R2, 1001.4, 1001.5, 1001.6   Cindy Cared moved to approve the policies as read.  Dave Bartlett seconded the motion. Ayes: five. Nays: none. Carried.

 

Sup’t Lehmann reviewed the fundraising requests for the 2016-2017 school year. After discussion, Keila Buffington moved to approve the fundraising requests. Eric Kingland seconded the motion. Ayes: five. Nays: none. Carried.

 

Sup’t Lehmann presented a plan to request bids to replace the Baseball Press Box and Track/Football Press Box. Dave Bartlett moved to accept the plan. Keila Buffington seconded the motion. Ayes: five. Nays: none. Carried.

 

Members discussed appointment for the following 2016-2017 educaton committees.  Dave Bartlett moved, seconded by Cindy Carter to approve the education committees Board of Directors representatives as stated:

       

          Wellness - Bruce Meilke

         Hall of Fame – Cindy Carter, Bruce Meilke, Keila Buffington

         Fundraising – Jesse Olson

         Professional Staff Salary/Benefits – Bruce Meilke, Pat Hobbs, Keila Buffington

         Support Staff Salary/Benefits – Cindy Carter and Dave Bartlett

         Administrative Salary/Benefits – Jesse Olson, Eric Kingland, Bruce Meilke

         Calendar – Cindy Carter and Dave Barlett

         District Advisory – Jesse Olson and Pat Hobbs

         IASB Delegate Assembly – Bruce Meilke

         Hancock County Compensation Board – Dave Bartlett

         Winnebago County Compensation Board – Cindy Carter

         Worth County Compensation Board – Jesse Olson

         Hanson Family Fine Arts Center Partnership – Keila Buffington

 

Sup’t Lehmann requested district membership in the Rural School Advocates of Iowa (RCAI). Dave Barteltt motioned to accept membership for the district into the RCAI. Cindy Carter seconded the motion. Ayes: five. Nays: none. Carried.

 

Sup’t Lehmann presented a communication plan. Dave Bartlett moved to accept the plan as presented. Eric Kingland seconded the motion. Ayes: five. Nays: none. Carried.

 

Suggestions for topics of discussion for the October Board Meeting were discussed.

 

Cindy Carter moved to adjourn the meeting. Eric Kingland seconded the motion. Ayes: five. Nays: none. Carried.
